Video: The North Carolina Racial Justice Act

House Bill 472 and Senate Bill 461, known as The North Carolina Racial Justice Act, addresses racial discrimination in capital sentencing. This video featuring death row exonoree Edward Chapman, talks about racial bias and how the Racial Justice Act attempts to assure that race would not play a role in who gets the death penalty. We must address our history of racial bias in North Carolina, understanding that it is impossible to switch off an engendered bias that has been more than 200 years in the making.  Through the Racial Justice Act judges are forced confront North Carolina’s history of death penalty sentencing and the unconscious biases within, giving today’s inmates the opportunity to avoid the same unfair fate.
